The Covenant is an agreement between followers of The Swanmother to work toward a common cause. Special leaders of each sect gather to face big problems and come to a decision on how to proceed. The Covenant gathered to decide how followers of the Swanmother should handle the search for special Savant children being undertaken by the Order of the Chysanthemum, a longtime ally of some of the Covenant members. While in the past, most disagreements have been handled carefully, this one somehow spun out of control, leading to a major schism that caused a conflict between followers of the Swanmother all over the world.
