Reevers' Alliance:
Red Fleet: led by the Red Pirate, a figure whose identity is kept secret, a rotating list of legendary pirates over the years. They operate out of Merukis.
Empire of Blood: founded by Merian Blood, they operate out of Merukis. They kill slavers on sight.
Merukisi Enforcers: the neutral but small fleet of Enforcers who protect the port of Merukis.
Tenbones Family: a Merukisi pirate family who control a small fleet of moderate reevers.
Merciless Brotherhood: founded by Zanil the Merciless, they operate out of Merukis. There is no limit to their villainy, save that they respect the codes of Merukis.
Vace's Own: founded by Donali Vace, they are Merukisi pirates whose operations mostly involve targeting major corporate ships.
Trask Family: a family of goblin pirates operating out of Merukis who work with the Order of the Chrysanthemum.

The Reevers' Alliance is the pact made between the pirates of Merukis. Red, Blood, Merciless, Enforcers, Vace's Own, Tenbones, Trask, and sometimes Violet are the main fleets. Others come and go. Gallus Mag, owner of the Bucket, is a part of the Council. An empty chair is left for the long-lost Rosiel Rhea. There are 16 chairs total.

Their main rules include no slaving, maintain Merukis's independence, do not disrupt the business of the island too much, and no polluting the port. Their focus is protecting their vaunted freedoms.

Occasionally, the Night Fleet, Crimson Fleet, or Sparrow Fleet ally or join the Alliance.

Reever Sea :
Sparrow Fleet: pirates operating out of Isle Gate who prey on those who try to use the Gate.
Mad Leopard: founded by Prester Zell, a small fleet of unpredictable, violent, dangerous reevers in the Reever Sea, with no base and no rhyme or reason.
Night Fleet: empowered by a dark elemental known as the Night Storm, the Night Fleet is a devoted cult of demon-worshippers and cold-blooded murderers. They operate out of a secret, moving fortress protected by the Night Storm.
Fleet of Violets: sometimes privateer, sometimes romantic pirate motif. Founded by Rook Balthasar, this fleet operates sometimes out of Merukis, othertimes as privateers. They are graced by hope and refuse to attack or harm innocents in their attacks.

Island Bridge :
Vanyan Solda: a warrior-focused pirate fleet between Mati and Taggarus.
Ship of Fools: the duppy ship seen sometimes near Dorrine.
Marooned Fleet: operating out of islands near Abaddon, the most desperate and violent pirates in the world.
The Escaped: those who have escaped Krevzuk and become pirates to fight the Slaver Empire.
Epidromeis: raiders near the Hurricane Fort region.
Muhit Muetad: from the regions near northern Mati, they move further from the Bridge and the coasts than most Island Bridgers.
Homakapa: from the regions near southern Mati, they have an alliance with the merfolk in the area.
Frost Fleet: from the Bridge south of Dabusen, where the islands and icebergs mingle.

Taggaran Coasts :
Crimson Fleet: founded by Balkis Windsong, a meritocratic fleet that operates along the coasts of Taggarus mostly.
Yanci Maza: Taggaran pirates who raid tourists and colonial ships.
Leqhoa Masholu: ice-cutter pirates in the Great Southern Ocean.

Northern Ranu:
Jorgendish Raiders: coastal raiders from Jorgendheim.
Raskovannoy: former rune slaves turned pirate after they escaped.

Eastern Dabusen :
Fleet of Madame Shih: quite possibly the largest pirate fleet in the world, operating in the Sea of Nine Princes, this fleet is led by Madame Shih, an inmortal woman seeking revenge on the nations around her and those who invade her waters.
Wokou: pirates out of Manikiri and Tenzanai who raid the eatern coast of Dabusen.
Talipenari: mostly bokken pirates whose intricate rigging structures make their ships very distinct. Operate out of Gamayaran.

Indigo Sea :
Bas Don Choroin: rebel pirates fighting the Imperial ships from both sides.
Corcracloch: Summer and Winter Court fey pirates fleeing their crimes to live as pirates, but not politically against either Empire.

Gyran Skies :
Lightning Fleet: a dangerous fleet in Vercora who raid the Gyran skies.
Blue Falcons: fortune-fueled sky pirates allied with Inverray and led by Davan Asher.
Broken Wings: former slaves of Urayme turned pirate against their former masters.
Wings of Topaz: avian-focused fleet out of Aeridan.

Great Golden Desert :
Sandstorm: sand pirates in the Great Golden Desert, founded by Ishmail Sands (a pseudonym, obviously), who raid traveling merchant caravans. Easifat Ramalia.
Ainsil Min: sand pirates known for their stealth who raid by night.
Bahr Alshams: sand pirates in the Great Golden Desert who raid pretty much anything, but have a soft spot for saving families and lone travellers

Fleet of the Infinite Sky: planar reevers led by Rayne Darling.
Diamond Fleet: the fleet founded by Diamond Telle, making up a fourth of the Order of Sather. Their base is a secret and they operate worldwide, but they are very small and secretive.
