"We sail for Blood!"
In the Age of the Broken Sword, during the Maraddonian Uprising, Merian Blood took the opportunity to conquer Merukis. She reshaped Merukis and forced the slavers out, forever enforcing the rule that slavers were not welcome there. As ruthless as she could be, she had a soft spot for children, her husband, and the condemned and enslaved. Her fleet targets slaver ships, prison ships, and merchant ships primarily.

The Admiral of the Empire of Blood is called the Empress/Emperor as well as being the Admiral. The fleet has control of territory within Merukis itself and a portion of the crews are relegated to controlling and protecting it. This area is known as Bloodtown. Blood Pirates include archers and ballistae in their ranks as well as gunners and deckhands. Every ship has a real healer rather than a barber-surgeon, and cooks are given a full share of the loot. Rape and sexual assault are taboo, even of captured enemies, and punishable by walking the plank or firing squad.

Bloodtown is in the central eastern part of the island of Merukis. It is known for its massive warehouses, first and foremost, and the prices merchants pay to use them. It features the Battisto House for wayward children; the Blue Zone, a captured blue zone encased in a fence of azure golden chain; Grumhaven, the Blood Empress's manor; the Hanged Slaver, an inn with a gallows on top where slavers are executed; and the Grand Armory, a weapons shop famous for its variety of weaponry from around the world.
