Referendum 84848 is the single most comprehensive Aeonian political reform referendum in the history of Shem. It would completely revolutionize the Divine Court systems, give broader power to non-Aeonians, and give Divines the power to reorganize their own Courts. It is the single most contentious referendum in Shem's history as well. Note that Aeonian politics can be... expansive, violent, or magical in nature. These aren't going to be dry, boring sessions. Unless you want them to be.

Sessions:
1. Rough Draft:
The referendum as proposed is 30,000 pages long. Twelve committees have taken 5,000 years to complete it, and now a new committee is being selected to edit it and turn it into a usable document worth voting on. The committee will include four Aeonians from every Pantheon, and the members of the committee will more or less determine the final nature of the referendum. Players will be Aeonians for a single, agreed-upon Pantheon politically maneuvering to get their chosen candidate on the committee and keeping their rival off.

2. Clause 909:

Once the referendum is edited, there is a three month period of political maneuvering by every side to garner support and shore up votes, and part of this is arranging for special clauses and agreements within the referendum itself. Players would be agents of a Divine Court, either Aeonian or not, trying to convince a very powerful member of another court to support the referendum and having to arrange clauses' removal or addition to do so.

3. The Debate:
The final debate is being held in the domain of Balance, and in the back hallways of power, political maneuvering is reaching a fever pitch. Players would be Aeonians working together on a final, crucial deal to block the Devil himself from getting a chance to speak at the Debate.

4. The Vote:
The day of the vote is arrived. Thousands are placing their vote, but one significant Aeonian has gone missing suspiciously. Players would be Aeonians seeking to find their missing compatriot.
