Quimmon

A eugenicist who worked for Stolzen during the last world war, he finds in the atomic age that his experiments cross-breeding certain creatures with temporal aether allow him to move through time. He successfully does so once the Fragmentation occurs and seeks out ways to perfect his evil science. He himself was bred via experimentation - he is a froemmler - and resembles a cross between a falcon folk and a scorpionkin.
