Most of the world is dominated by the Champion of Waves, but certain sections of the world hold out from his sway: Kaulurikinimian, home of the gremkaul; Dalurine, home of the deep ones; Monbaru, an independent nation ruled by a reefwoman queen; Vaulkrym, a powerful tritonian nation, and Nemor, the moray nation.

The rest of the world is divided as it usually is--various undersea nations ruled mostly by a single dominant local race--but each territory has a Viceroy that is a Servitor to the Champion. Dolphins are the dominant force in the world.
