NOTES (RG): The orriginal intent was that humans would never experience anything outside of 25. 1-22 was the full range of human capability, 23-25 just outside of human capability. This scale did not include bonuses due to things like armor, technology, weapons, magical enhancement, etc (so, for example, if The Incredible Hulk, str 25 by this scale, put on specially made platemail, his toughness would boost to 31 or 32, and then a wizard could protect him with a deflection spell for an additional toughness +3, and this did not conceptually break the scale).
This scale works well for settings where the magic and technology are within human experience, such as Tarafore, Call of Cthulhu, Paladins, and Inealindo. It does not work so well in a setting like Shem where A) gods interact with mortals on a nearly Hindu scale, B) there are dramatic differences in racial averages (eg: the average strength of a hill giant is 9 higher than the average strength of a human, the average rogue of a faery is higher than the average rogue of a minotaur, etc), and C) the effects of magic, faith, and technology (different metals, engineering, etc) are more varied and widespread.
In a setting of that kind, a more nuanced scale is needed. However, the basic principles of the tarafore system remain sound: a 3 point advantage wins the roll 78% of the time. The difference is that now the meanings of the different levels change: when a human, using bizzarre combinations of faith, magic, technology, and circumstancial mods can roll from a base of 45 or 50, 25 no longer cuts it for "godlike." So now, instead of asking "is this minotaur closer to Mike Tyson or Bruce Lee?" You actually have to take the more detailed approach of "How reliably could he best X in a fight?" or "Which ancient heroes could he reliably take on?"
In that sense, the new scales offer a bit more flexibility.
Also, if you still have Eliott's siege engine and fortification stats, I'd like to write up a page for them. I could recreate them from scratch, but that would be a lot of work.
