As mammonite, Moiour is a metahuman from Third Shem who drains energies from those they touch (if they so choose) who belongs to a culture that is viciously capitalistic. He is from the dystopian period and works as a sponterezh (magical terrorist) for a major imperialist government in Arunel. As a terrorist, he was seen in the area of a potent relic of temporal aether shortly before the Fragmentation and has since gone missing in time. The watchers believe this may be related to the Fragmentation, but it might simply have caused him to be unstuck in time during the Fragmentation.

He is a typical sociopathic agent of a fascist-imperialist regime whose work involves terrorizing the exploited portions of the world. Raised as the son of a business man and his slave-mistress, Moiuour was instilled with patriotism and a sense of entitlement from a very young age. As he learned the harsh truth of the empire he believed in, it did not disillusion him, it inspired him to embrace the terroristic nature of his world. He trained as a sponterezh to better serve their interests and joined the special forces. He became an infamous agent in the dystopian era, responsible for starting wars.
