And the reverse is true: your bloodflow is now a weather pattern, and you can command the general nature of the bloodflow of others by feeding your heart with emotions.
Basically, you tell me what emotion you're using, and tell me what you want to do, and then we roll based on the emotion used at a range of about 16 to 31.
And then there's the flipside: you can use blood to fuel control of emotions.
But that has pretty harsh physical consequences.
But it mostly works on a scale of dry to wet. So you can suck the water out of the blood, or you can make it richer and stronger. You can turn an area into a desert. And you can dry up a foe's emotions.And any weather associated with dry seasons, with appropriate metaphors, if you can think of them.

Mastery:
You have replaced the world's dry seasons with Inisel, basically. The
people of Inisel, the actual nation, and the cultural signifiers
thereof are yours to command or use.
Within Inisel, you feel all that goes on within it. Outside of Inisel,
it weakens. You can contact them emotionally, draw from them, but you
can't sense them all. If an Iniseli national is near you, you can
sense them and what they are doing, but if someone is a hul'tessaq
that is not a citizen of Inisel, they are blocked from you.
Their currents are your bloodflow. Political, emotional, social. If
you bleed, things go wrong with it. The weather of Inisel reacts to
your mood, no matter where you are.
You can still use blood or emotion as fuel, but it need not be your
own, necessarily. You can use the emotional currents of Inisel to
command the blood of others. The closer to Inisel you are, the more
potently you can command this. You can also use the blood of any
Iniseli (that is, anyone that is a citizen or animal of Inisel,
hul'tessaq or otherwise) to command the emotions of others.
Your blood is now golden.
The usual metaphors of drying up apply, but you also can make things
/Iniseli/: keyed to survival, honorable, prescient, sandworm-like,
divided culturally, tradition-bound, or anything else that applies.
