Tabey is considered the most important person in Vesturia besides the Empress. He is the man who keeps track of, protects, and awards the rune-slaves. He is very rich. Very powerful. Very feared. And very, very hated.

He has 101 runes, the most of any living mortal--more than it was believed possible for a mere human. He found ways to channel the runes through multiple slaves, creating a sort of chain effect that reduced the strain on mind and body to be amplified thus.

Tabey was born into the nobility and began experimenting with runecraft at a very young age. He created his first rune and enslaved his younger brother at the age of 13. By the time he was 20, he was the foremost runesmith in Vesturia. He lived through thirty assassination attempts from the time he was 16 til the present age of 49. The Empress even respects him, for he is truly faithful.
