All numbers refer to the difficulty, so a 13 difficulty means a person with a 13 score will succeed 50% of the time. As such, looking at three below your score is a better indicator of what your character is capable of. All numbers are general guidelines, not set in stone. Circumstance will cause these numbers to shift slightly (or significantly). Also, you are not limited to these effects, obviously.

Criteria that affect difficulties include the following:
  • It's usually easier to affect the self than another
  • Size of targets/area of effect (moderates are easier, extremely small or large are more difficult)
  • Precision required to hit target
  • Number of targets (less is easier)
  • Distance to target (closer is easier)
  • Aspect of a target (based on race, but also other factors, like faith, Gifts, and even occasionally, occupation or circumstance)
  • Power of target (it's easier to polymorph an animal than a human, and easier to polymorph a human than a shemir, and easier a shemir than an Aeonian)
  • Complexity of target (the simpler the easier)
  • Facet of Name targeted (easier to affect the body than the mind/emotions, and easier the mind/emotions than the soul, and easier the soul than the Name--though some spheres change the order; emotional spheres, it's easier for the emotions to be affected than the body; mental spheres [Knowledge, Wisdom] find it easier to affect the mind than body)
  • Target's natural defenses (some beings are resistant to certain kinds of effects)
  • Target's other defenses (if they have magical or void or whatever defenses, it can affect the difficulty)
  • Appropriateness to sphere (fire can't make water; chaos is bad for control or structure; creation can't destroy; etc.)
  • Appropriateness to character knowledge (it's hard to create a computer if your character has never heard of one)
  • Environment (void in the area ups the difficulty; making fire underwater is harder than in the air; etc.)
  • Appropriateness of magical style (soul magic is the base; Music is easier with Spellsinging, though, for example; Silence is easier with Sealcasting)
  • And more that I can't think of right now
