On Shem, supernatural healing resources are often limited by the rich and powerful, so as to control the population. Many healing institutions and individuals fight back against this in an ever-evolving struggle. With the intervention of Divines into this struggle, great subtle wars often take place between the followers of the Healer and the Rat God. The Plaguebearers are Disciples of the Vicegerent of Hollows, and they have devised a plot to unleash the 13 plagues of Shem at once through a special unholy ritual that would cause a pandemic... and empower them beyond reckoning.

Arcs :
1. Outbreak Above:
An outbreak of white flesh plague in Gyrah demands the attention of a group of healers who specialize in epidemics. They come from all over the world and beyond, but they face bureaucreatic nightmares, active resistance, ignorance, and risks of infection themselves. Players would be specialists who seek to navigate these obstacles and put in place an effective plan to contain the plague and heal the afflicted.

PCs:

2. Soothing Voices:
At Toddbrook University, the medical school is the most advanced in the world. Every form of healing is studied, from natural remedies to supersciences, from magic to void. Some researchers there have been studying the Gifted Quail's Feather, a Gift of the Healer that gives incredible powers of the quails to any who bear it--or amplify them if they are a quail already. During this recent outbreak of epidemics, their research center has been under heavy attack both financially and physically. Players would be researchers and healers working there on the night of a break-in.

PCs:

3. Vile Sources:
In Dunmarsh, diseases flourish. It is an environment where toxins, venoms, and vectors all converge. Pollution is common, mosquitos and other parasites are ubiquitous, and the weather is an incubator for maladies. Researchers into healing arts view it as a potent place to learn. During this recent series of outbreaks, they have also found evidence of supernatural activities there. Players would be researchers of the healing arts finding and confronting a small group of Plaguebearers in the swamps.

The outbreak in Danuo has been unstoppable by traditional means, and the greatest of healers are finding it harder to heal cases individually. A group of elites chosen by the King of Danuo, who himself has sealed his palace and hidden away, are set to find the reason for this plague's newfound resilience.

PCs:

6. Quarantine:
In Jesenya, bubonic plague has hit. A major quarantine has taken place in Dhun and Albion and the surrounding nations, but the people are afraid that it's a trick. Indeed, the actions and attitudes of many of the rulers of these nations have lent credence to these fears--the ruling class has blamed the poor for the outbreak and threatened execution if a nobleman falls ill because of a sick servant in some areas. Healers, however, know the quarantine is necessary, as well as significant sanitation work and more. Players would be a Scion of the Holiest (Quail Scion) and their companions amongst the quarantined, seeking an agent provacateur and the truth.

PCs:

7. Bring Out the Dead:
In Ranu, the problem is septicemic plague. The dead are being gathered by different governments, institutions, and more to be disposed of, as they are piling up in the hundreds and thousands. In northern Ranu, rumors are spreading that the dead are being brought to the ruins of Aldergast for necromantic rituals. Players would be individuals looking into whether this is true or not.

PCs:

8. Tails Entwined:
In Mal'sk, the masters of society own hundreds of slaves, on whom they prey and feed. The beings in Mal'sk are mostly now living skins, skinless ones, and hollowers, wererats and dementers, besides the slaves. The wererats live in tribes that dwell underground and in dark places. The dementers live in their own secluded spots. And the hollowers rule the majority of the kingdom. A group of wererats has acquired the Gifted 100th Rat's Tail, which they intend to use to join together as a rat-king and bring their tribes together in war against the hollower ruling class. A Plaguebearer has found out about their plot and decided to influence it. Players would be wererat plotters or allies of other species.

10. The Hospital:
The Toddbrook University Hospital is the most advanced in the world, and at the university hospital, research into superscience techniques is beyond bleeding edge. PCs:

11. Thirteen Plagues:
The Plaguebearers have caused untold death with their plot, and the final parts of their ritual are in place. In central Palhur, in the Quiet Lands, where once the Silent Plague reigned, they have gathered. Players would be characters from previous arcs who have teamed up to stop the ritual.

PCs:
