Description Neurotic gnomes are short (about 3'), Their heads are slightly too big for their bodies. They have big noses, wide grins, and human-hued colored hair and skin. They tend to have dark hair and soft-colored eyes.
Procreation Gnome breed with each other, where the type of gnome is determined by the mother of the gnome. Breeding with non-gnomes is only possible with supernatural intervention.
Esoterica Gnomes are hegnhic beings who are compelled to obey specific rules. By obeying the rules, they gain insights into systems and mechanism that gives them a supernatural affinity for devices and engineering. Neurotic gnomes also gain insights into psionics and neuroscience through psionic energies. Gnomes can use almost any supernatural energy except entropy. The most commonly used are Foundation, aether, ethereal essence, yahas, void, mashoaab, damaskian power, dumaqu, arnum, and ordinal power.

Special Powers Neurotic gnomes have supernatural skill with psionic engineering and devices. Like all gnomes, they have gnomish illogic damage, wherein their inevitably dangerously failed experiments do not, in fact, hurt them. They also have psionic powers.
Weaknesses Entropy. If a gnome violates their rules, they become a rogue gnome whose energies are askew and dangerous.
Rules

Neurotic gnomes must obey three basic rules:

  1. Understanding is more important than memorizing. Understand when possible. Willful ignorance is prohibited.
  2. Protect the mind.
  3. Do not impede another's active learning.
Culture

Within neurotic gnomish society, learning is of utmost importance. Communities are schools. Schools are the center of power. The heads of universities run society. Each university chooses their own chancellor, and the chancellors make up a council that runs the nation. Every school is run differently, with a focus on engineering and sciences, but with other subjects available and independent study encouraged. Because of their rules, neurotic gnomes will never kick anyone out of their schools, but they will transfer them or use psionic powers to control them if need be.

Neurotic gnomes live with their families during their youngest years until they are ready for school. Families usually have a school they are part of, and as such, the children go to that school. If they decide on another school, however, transfers are not uncommon and school guardians care for the young.

Because they are psionic beings, neurotic gnomes have few boundaries when it comes to their own private thoughts. As such, even in speech, they have few filters. They consider knowing things about someone important and a form of basic decency. Courtships often occur naturally as everyone tends to know who likes whom.

Engineering Neurotic gnomes are skilled with psionic engineering. The most common uses for this are devices that make it easier to learn or understand something. Their preferred materials are willow, quickplatinum, agate, and liquid thought. They are always trying to understand complicated things, whether mechanical or not, and they love to share their knowledge with others. Psionic engineering is the invention, design, and building of devices that harness thought and psionic energy, access the Collective Subconscious, or engage psychologically with others.
