When magic is cast, anyone capable of using magic (with at least a 1 in Meta) or anyone of a magical race (patroned by one of the 3 goddesses thereof) can sense it if they are close enough. Magic happens on Shem
all the time. Most magic users and magical races tune out the sheer raw noise of magic being cast, no matter how powerful it is. It's like a ticking clock, the noise of a city, or the crickets at night--it's ever present, and it usually makes no impression on a magic user.
So it's only ever relevant if a magic user is "listening" for something specific. They know the "sound" only of the spheres they have and the ones directly opposed to them, so they can only "listen" for a sphere of their own or opposed to their own. Further, they are best at recognizing their own style being used, but any style after a certain power level all sounds the same. Nothing less than a 16 is ever really truly heard over the din of the background magic of Shem, unless it is cast in an area unnaturally devoid of magic--a voided area, for instance.
So the only relevant information is which spheres oppose each other directly and how close one needs be to sense a spell of 16 or more power.
Keep in mind, if powerful magic is in constant use in an area, even the strongest spells will become background.
