Celestial Leaders
Those who use celestial or popular magic for leadership or politics.
Anziane
Type: Elder
Anziani are elders of ancient communities of the oppressed. They lead their communities as advisers and sources of guidance by bonding magically with them via special communal dances.
To become an anziane, one must be chosen by the community itself, either elected or chosen by consensus. They are almost always literally an older member of the community, often one who is retired from another role, but sometimes not. They must also then be chosen by the other anziani of the community, who will teach them how to lead the dance, what the community's needs are, and how to lead without commanding. They lead as equals - respected equals, but equals.
Once they are an elected or chosen elder, they begin their magical training. Usually this involves leaving behind using other magicks they used before this, though some might have some minor, residual magicks. Those that do are often weaker as anziane than those who only wield the power of the community. They are tested often, shown and taught the dances and other responsibilities of their role, and required to do the work of every facet of the community that they have not already done in their life (this is often relatively little in the most egalitarian communities). Once they have done this, they are required to lead the sacred dances under supervision, and then alone. When they lead the dance on their own, the rest of the community tests them as well, and if they pass, they have a powerful vision at the height of the dance in which their forebears speak to them and grant them their first abilities.
Anziani have some of the following magical abilities once this happens:
- Bonded hearts: they may dance with numerous members of the community and sense and share emotions with them, understanding them better as they do.
- Shared vision: they may close their eyes and see through the eyes of a willing member of their community from a great distance, or they may offer their eyes to others in their community.
- Coiled souls: they may dance with a single member of the community and share magic to or from them.
- One and all: they may sense the needs of the community by focusing on their own needs, seeing them as a divinitory source of information on the community.
- Far guidance: they may send guidance and advice to any member of the community if they sit in the special halls of their community and meditate.
Anziani are often outlawed by imperials or at least viewed with distrust as a form of witch.

Eleggerian
Type: Elected
Eleggerians are elected officials who draw upon the earned admiration from the oppressed, exploited, and abused to make themselves better leaders of their constituents. They do this by engaging in acts of boldness that defy imperial power and bring support to those who they represent. They can be in any elected position, whether it is a position within imperial power structures or not, but they must do so knowing they are representing the oppressed, exploited, and abused, no matter what the power structure they are in. They must be genuine opposition to imperial power, even within their own structures.
To earn admiration, they must also be known to and engaged with their constituents. They must spend time with them, know them, and have a relationship with them, or at least a significant number of them. They cannot be admired by people who have never heard of them, after all. To learn to wield the magic their admiration generates, they must study under a mentor or from their community (or find a rare recorded source), and spend years practicing. They must learn political acumen, the needs of their constituents, and what their lives truly are like. Then they must learn to be aware of the admiration they have garnered, and they must mutually admire those who admire them (if not individually at least as a collective). And then they must practice certain emotional magical rituals that attune them to their own feelings, the feelings of others, and the value of admiration itself. Eventually, they will have a vision given them by their constituents' hearts, and from it, they gain these abilities:
- Admirable action: if they engage in an action against imperial power their constituents would admire, they gain +3 to it.
- Assessing glance: they can assess the mundane skills or magical abilities of one opponent with a glance.
- Innocuous demeanor: they can smile and be seen as harmless by their opponents if the opponent has no knowledge of them that counters this.
- Hearts of the people: they can sense the feelings of their people for several hours after interacting with them in a significant way.
- Mutual armor: if they have the admiration of more than 2/3 of their constituents, they may draw upon it to create actual magical energy armor around themselves if they are in danger.
Their magicks are illegal but difficult to prove, save for the more ostentatious of them, and thus they often operate hidden in plain sight.

Visphot
Type: Jurist
Visphots are judges among and of the people who wield the power of popular judgment - in the form of bright blue celestial flames. They are rarely in a position of imperial power, but those who are defy imperial law for the people's will (and often get fired, removed, killed, banished, imprisoned, etc. for it). They are elected by the people or appointed by them in some way, recognized by them, and empowered by them. Though some believe their power is heavenborn, it truly comes from the respect and values of the people whom they serve.
To become a visphot, one must be an active member of a community of the oppressed, exploited, and abused. They must understand the values of their community - the real values, the ones not given by imperials but which come from the needs of the community - and they must live up to them. They must know imperial law as well, and they must understand justice, judgment, and the traditions, customs, faith, beliefs, principles, and culture of their community. And they must have their community's respect. If they achieve all of this, they may be sought out by other visphots who will test them, first subtly, then openly, before they are offered the opportunity to study the magic of the people's judgment. If there is a great need for a visphot in a community and no visphot can be found, sometimes celestial beings like angels or rainbow serpents may appear to someone to teach them, though these beings are summoned by the will and need of the people.
Once they pass the tests of judgment, they are filled with celestial flame, and then a visphot is given abilities to enact the judgment of the people:
- Discerning witness: the visphot may gain bonuses to read a person if they engage in a judgement-free conversation with them first and touch them with the flames within them.
- Voice ablaze: if the visphot is certain someone has harmed their community and deserves a specific judgment - and this judgment may be a sentence of any kind that does not go against their community values - they may speak with the voice of their people and inflict a geas on the target.
- Burning shield: the visphot may wield the power of judgment to protect those who have been unjustly judged by others (usually imperials).
- Flame of judgment: the raw flames of judgment may be directed by the visphot in extreme circumstances, burning the unjust. This may cause exhaustion, pain, or even death to the visphot if they are not discerning with it.
- Celeste firestorm: in an act of desperation, they may sacrifice themselves to create a storm of blue flame that scours everything within 1,000' with the flames of judgment.
Many other abilities may come to them as they practice. To maintain their magic, they must represent the people's will without significant failure and oppose imperial injustices and misjudgments. They must refuse and fight discrimination, cruelty, and manipulation. They must be near perfect paragons.
